On March 9, 2021, China’s Standardization Administration unveiled the latest standard governing formaldehyde emission grading for plywood and other wood-based panels. The new standard, coded as GB/T 39600-2021, is set to come into effect on October 1, 2021, marking an upgrade from the previous GB18580-2017 standard. Additionally, standard GB/T 39598—2021 was introduced.
The comprehensive GB/T 39600-2021 outlines requirements, test methods, and classification rules for grading plywood and wood panels based on formaldehyde emission levels. The formaldehyde grades are categorized into three levels:
- ENF Grade (≤0.025mg/m³)
- E0 Grade (≤0.050mg/m³)
- E1 Grade (≤0.124mg/m³)
A significant development is the recognition of E0 grade plywood for the first time in China. Prior to this standard release, E0 had faced criticism as mere marketing tactics, lacking an official standard for formaldehyde emission in the Chinese industry. The only available standards were E2 and E1.
Under GB/T 39600-2021, E2 is eliminated, and E0 is introduced. This shift is poised to have a profound impact on the timber market, compelling plywood manufacturers to adjust to the market demands and enhance the adhesives used in plywood production.

It’s crucial to note that the new standard will be effective solely within China after October 1, 2021.
